Added clouds_2048.php to handle the new image size, and made clouds.php link to clouds_2000.php. When clouds_2000.jpg is not being generated by Hari Nair, I will make clouds.php link to clouds_2048.php.

Fixed some problems with the cron script. Also fixed the rate-limit so it's not so damn slow. :)
